GROUNDWATER ALLOCATIONS ANNOUNCED

Murray-Murrumbidgee Regional Director with the Department of Infrastructure Planning and Natural Resources, David Harriss, today announced the groundwater allocations and access rules for the Lower Murrumbidgee Groundwater Management Area for the 2005/06 water season.

With the Water Sharing Plan for this groundwater system deferred until July 2006, the access rules remain largely unchanged from the 2004/05 season.

Individual allocations are limited to either maximum annual usage recording during the period from July 1995 to June 2002, or the zonal allocation limits in the table below, whichever is lower. The zonal allocation limits are identical to the previous season.

Those users with maximum recorded usage of less than 51 per cent of entitlement will not be constrained by the prior usage level, but will have access to a 51 per cent announced allocation. Access to 100 per cent of entitlement will be available for town supply, industrial and recreational users, and for bores obtaining their supply from depths of no greater than 20 metres in shallow watertable areas.

Following reconciliation of 2004/05 water accounts, groundwater users will be sent individual notification confirming their allocation volume for 2005/06, and any adjustments for carryover arising from 2004/05.

Consistent with last years arrangements, and with the proposed Water Sharing Plan, borrow is not available.

Unused allocation and temporary transfer can be carried over for use in future seasons. The annual carryover volume and maximum accrual are both limited to 50 per cent of entitlement.

Temporary transfers are available upon application, and in Zones 1, 2, 3, 4, 7, 8 and 9 are limited to 20 per cent of the buyer’s announced allocation for this year. The 20 per cent limit does not apply to Zones 5, 6 and 10 due to the lack of pumping stress. However, transfers into and within these zones will be limited to the extent that total access does not exceed 150 per cent of entitlement for individual groundwater users.

Temporary transfers will not be permitted between zones where the buyer is in a zone of higher stress. Temporary transfer out does not apply to licences for town water supply, industrial and recreational use.

Permanent transfers remain on hold until further notice.
