CHANGES TO KURNELL PLANNING INSTRUMENT

The NSW Minister for Infrastructure, Planning and Natural Resources, Craig Knowles, has announced that changes will be made to clarify planning rules affecting Kurnell residents who will be subject to increased noise under the Commonwealth Government’s Sydney airport masterplan.

Under Clause 23 of the Sydney Regional Environment Plan (SREP) 17, no more new homes could be built in any part of Kurnell where aircraft noise exceeded 25 units as measured on the Australian Noise Exposure Forecast (ANEF).

In 1989, when SREP 17 was made, no residential areas at Kurnell were affected, however the Commonwealth Government’s new masterplan for Sydney airport would have placed around 420 home sites and a school in an ANEF 25 area.

Sutherland Council raised concerns about the impact of Clause 23 under the new Commonwealth Government airport masterplan, and the Minister directed the Department of Infrastructure, Planning and Natural Resources (DIPNR) to work toward addressing the issue.

As a consequence, changes will be implemented to the planning instruments affecting Kurnell to ensure that affected residents can undertake home improvements, and build new dwellings in appropriately zoned land, subject to normal planning requirements and noise control standards.

It is expected that these changes will be introduced in the next four to six weeks.
