Media Release - Ministers Office Sydney: 13 May 2005 GOVERNMENT ANNOUNCES BOARD FOR DEVELOPING NEW WESTERN SYDNEY COMMUNITIES The NSW Government has announced the appointment of Board members of the Growth Centres Commission which will manage the land release in the South West and North West of Sydney.
The Minister for Infrastructure, Planning and Natural Resources, Craig Knowles, said Alan Cameron would chair the Board which would have a total of 10 members.
Other Board Members include: Marek Petrov (Deputy Chair); Jennifer Westacott - Director General, DIPNR; Angus Dawson; Phil Anderson; Emma Stein; Jennifer Morrison; Jenny Boddington; John Barraclough and Kevin Sproats.
"All of the Board Members will contribute a unique set of skills to the Growth Centres Commission," Mr Knowles said.
"Alan Cameron's experience as, a former Chairman of the Australian Securities Commission, a former Commonwealth and Defence Force Ombudsman and his current role in corporate governance and board assessment consulting, will add significant value as Chairman and to the Board’s corporate governance and regulatory challenges.
"Given the scope of the project, there will be a significant demand on all members and their specific skills, particularly during the inception period of the Growth Centres Commission."
The key criteria used to appoint the Board members were experience in probity and governance, infrastructure provision and financing, property development, finance, commercial acumen and planning and urban design.
"In view of the scale of the financing and infrastructure task considerable weight has been given to probity, property and infrastructure skills in the selection of board members," Mr Knowles said.
"It is envisaged many of the key board members will provide a strong mentoring role during the staff establishment phase, possibly up to one or two days per week."
In December last year, the Government announced the new Land Release Plan for the North West and South West sectors of Sydney. It will see the development of an estimated $7.8 billion of infrastructure linked to the staged release of land for new homes.
The Plan is a key part of the Government's Metropolitan Strategy which is dealing with growth and change in Sydney over the next 30 years.
Combined with other existing or committed release areas in the Sydney metropolitan area, the North West and South West Growth Sectors will secure over 220,000 new homes over the next 30 years.
The Growth Centres Commission reports directly to the Minister for Infrastructure, Planning and Natural Resources and will be responsible for:
- Developing and exhibiting Precinct Plans for the North West and South West Growth Centres at each stage of development. - Recommending new Precincts for staged land release to the Minister for Infrastructure and Planning. - Preparing Precinct Plans for each new town or precinct. - Preparing regional Section 94A Contributions Plans and Infrastructure Plans for the funding and development of regional infrastructure. - Administration, the collection and holding, and the management of new Developer Contributions to pay for regional infrastructure. - Implementing regional infrastructure in consultation with state agencies to support new development. - Negotiating with Government, land owners and developers to ensure development is facilitated in a sustainable and timely way.
